So as ludicrous as it sounds, 12/16 spots are reserved. As to Daniel's comment, not all of the reserves are All-Stars. Some are past players who didn't make it, and others are ones who are completely new to the series! But I have to close reserves now, because there are only 4 spots left! So the board will probably open with sign ups in a week, here are the characters left:
